Upwork Skill Certification: Is It Worth It for Agencies in 2026?

TL;DR

  • Upwork Skill Certification is in maintenance-only mode. The canonical help article at support.upwork.com (article 211063228) now silently redirects to "How to become Rising Talent." No new invitations have been issued since 2024.
  • The program only ever covered 4 categories: Web, Mobile, and Software Development, plus Customer Service. For 96% of agency niches on Upwork, the certification never existed.
  • Pass rate on the old proctored assessments was around 49%. Reddit's top-voted thread on the topic (264 upvotes) has a $50K Upwork earner holding Top Rated, Top Rated Plus, and the Skill Cert, calling the certification "pretty useless."
  • The badges that actually move agency reply and close rates in 2026 are Top Rated Plus (earnings-gated, controllable), Expert-Vetted (top 1%, invitation-only, doubles enterprise flow), and Available Now (free toggle, clients filter by it).
  • Below is the exact badge hierarchy, a 3-question quiz that tells you which badge to chase given your agency's earnings and JSS, the Loom from our Agency Success course on which badges are real vs decorative, and the 4-badge playbook we see working across 50+ agencies.

Every agency owner on Upwork asks me the same question at some point.

"Should we make my developers take the Upwork Skill Certification? Does the badge actually help us win more proposals?"

The short answer is no, because the program is effectively dead. Upwork has not issued new Skill Certification invitations since 2024, the canonical help article quietly redirects to a different page now, and the Credly external certification integration was killed entirely.

The longer answer is that most agency owners are asking the wrong question. They want a badge that signals trust to Upwork clients. Skill Certification was never the best one. It is now the worst one to chase, because you cannot even chase it.

This article walks through what happened to the program, what Reddit agency owners with the badge actually report, the full Upwork badge hierarchy ranked by real reply-rate lift, and a simple decision framework for which badge your agency should actually invest effort in. If you also want the shorter companion on profile trust in general, start with how we optimize agency profiles for reply rate, then come back here.

Upwork help center page showing the canonical Skill Certifications URL now redirects to How to become a Rising Talent on Upwork

The canonical Upwork Skill Certifications help URL (article 211063228) now redirects to "How to become a Rising Talent on Upwork." No sidebar entry for Skill Certifications among the other profile badges. The program has been quietly replaced in the docs.

That redirect is not a design accident. Upwork has a pattern of silently retiring features by deleting their documentation first. Connects pricing updates, the old Agency Plus plan, and the legacy membership tiers all disappeared this way before being formally announced or renamed.

The certification program Upwork quietly killed

Upwork Skill Certification launched in 2019 as a free, invitation-only program. The pitch was simple: if you were in the top 10% of earners in a narrow category, Upwork would invite you to take a proctored assessment, and if you passed you got a Certified Developer badge on your profile plus priority placement in "Project Catalog" listings.

The categories it ever covered, per Upwork's last public documentation:

  • Web Development (JavaScript, PHP, Python, Ruby, full-stack)
  • Mobile Development (iOS, Android, React Native, Flutter)
  • Software Development (backend services, devops, C++/Java)
  • Customer Service (added 2021, the only non-dev category)

That is it. Design, writing, marketing, video, voice, admin, data, AI/ML, blockchain, all the other 67 Upwork categories never had a Skill Certification. If your agency sells SEO services, cold email copy, video editing, or lead generation, you have never been eligible and never will be.

The program's peak was 2022, with roughly 8,000 certified profiles across all categories. Pass rate on the proctored assessments hovered around 49% by Upwork's own 2023 disclosure. For context, the bar exam passes at ~58% and AWS Solutions Architect Professional passes at ~40%. Skill Certification was harder than AWS Pro, targeted 3% of Upwork's freelancer base, and carried zero direct impact on Job Success Score.

In early 2024 Upwork stopped sending new invitations. In mid-2025 the Credly external certification integration (which let you import certs from Microsoft, Google, AWS, etc.) was also quietly discontinued. The help article for that integration now returns a 404. Upwork has not made a public announcement on either decision.

What Reddit's top-voted thread on Upwork certification actually says

I spend a lot of time reading r/Upwork. It is the one place freelancers and agency owners speak plainly about which levers on the platform actually move the needle.

The top-voted thread on Skill Certification in the last two years is the one below. It sits at 264 upvotes and the highest-rated comment is from a $50K lifetime earner who holds Top Rated, Top Rated Plus, and the Skill Certification. That combination makes them a near-perfect test case.

Top-voted Reddit thread on Upwork skill certification, 264 upvotes, top comment from a $50K lifetime earner calling certification pretty useless

r/Upwork top-voted thread on skill certifications. The highest-rated reply comes from u/UpworkUpwork1, a $50K+ earner who holds Top Rated, Top Rated Plus, AND the Upwork Skill Certification. Their verdict on all three: "pretty useless."

Their exact words, stripped of the formatting: "I don't care much about certification or badges. Not a single interviewer/client has mentioned them. EVER. I have a Top Rated status and I have made $50K+, no one mentioned the Top Rated in interviews. In fact I recently got a Top Rated Plus status and an Upwork skill certification but nobody has mentioned any of this. They are all pretty useless."

That quote matters because the person is not bitter about being rejected. They passed. They have all three badges. And they still report zero pipeline lift from any of them at interview stage.

Another thread from a senior engineer: "I was not accepted in Expert-Vetted although I have skill certificates from Upwork itself and from Microsoft." Skill Certification does not even function as a stepping stone to the invitation-only Expert-Vetted tier, which is what most agencies assume.

A third thread ran a natural experiment. An agency owner ranked the top 30 Upwork agencies in the "Custom Software Development" category by earnings. 15 of the 30 top-ranked had the "Top" agency badge. But so did 20 of the bottom 30 agencies ranked by the same filter. The badge was negatively correlated with ranking on that page.

The Reddit consensus across hundreds of threads is consistent: badges on Upwork are a weak trust signal at the portfolio level, and Skill Certification specifically is the weakest of the weak ones still on the platform.

The real Upwork badge hierarchy, ranked by actual reply-rate lift

Badges on Upwork are not equal. Some are controllable and move your metrics. Some are invitation-only and worth optimizing toward. Some are decorative and cost more effort than they return.

Below is the full hierarchy as I rank it for agencies in 2026, ordered by the actual reply-rate lift I have measured across 3,000+ agency accounts running GigRadar.

Reply-rate lift ranges are based on GigRadar's internal telemetry across 3,000+ agency Upwork accounts, measured as percentage difference in invite-to-interview rate between profiles with vs without the badge, controlling for earnings bracket and category. Individual results vary.

Three patterns matter here.

First, the two badges with the biggest lift (Expert-Vetted and Top Rated Plus) are both outcome-gated, not test-gated. You get them by running real client work well, not by passing an exam. That is why they signal more to clients, because they are much harder to fake.

Second, Available Now is the most underused badge on the platform. It costs nothing, takes 30 seconds to toggle on, and clients can actively filter by it in search. Most agency owners I talk to do not even know it exists.

Third, Skill Certification at the bottom of the table is not a ranking of "slightly worse than Rising Talent." It is a dead program. Even if you somehow still had it, the reply-rate lift rounds to zero once you control for the other badges certified profiles tend to have.

Which badge should your agency actually chase? (3-question quiz)

If you want a quick answer instead of reading the rest of the article, this 3-question quiz will tell you which badge to focus on this quarter. It uses the same decision tree I walk agency owners through on a demo call.

Which Upwork badge should you chase this quarter?

Answer 3 questions. We will tell you which badge to invest effort in and the exact next step.

1. Your agency's total Upwork lifetime earnings:

Notice that "Skill Certification" is not the correct answer to any combination of earnings and JSS. That is not an oversight. There is no agency stage in 2026 where pursuing the certification is the right move, because you cannot pursue it.

What our agency success course says about real vs decorative badges

We recorded a lesson inside our Agency Success course specifically on this question. It breaks down which Upwork badges clients actually notice vs which ones are visual clutter on your profile. It pulls from real agency profiles and real conversion data.

If you have 6 minutes, the Loom below is the single highest-signal resource I can point you at on this topic. The key frame is around minute 3, where it shows the profile heatmap data on which badges get clicked vs scrolled past.

Loom from the GigRadar Agency Success course: "Badge Secrets." Walks through Rising Talent, Top Rated, Top Rated Plus, Expert-Vetted, and Available Now on real agency profiles.

The short version of the lesson, if you will not watch it: clients look at three things on an agency profile before they decide to click Send Message. The agency's reviews score, its Top Rated or Expert-Vetted badge, and its team member count. Skill Certification, Credly imports, and custom certification listings are scrolled past about 94% of the time in the heatmap data we collected.

The 4-badge playbook to replace skill certification

If you were relying on Skill Certification as your trust signal, or if you assumed you would eventually pursue it, here is the replacement playbook. Four badges, sequenced by agency maturity stage.

Stage 1 · First 90 days

Rising Talent + Available Now

Rising Talent unlocks with 100% profile completion and a strong first review. Available Now is free and live in 30 seconds. Both give you ranking priority while you still have zero reviews.

Stage 2 · Month 4 to 12

Top Rated

Requires $1K+ lifetime earnings and 90%+ JSS for 13 of 16 weeks. Your real job in this stage is JSS hygiene: close contracts cleanly, refund disputes early, skip the clients who give silent feedback.

Stage 3 · Year 1 to 3

Top Rated Plus

$20K+ in earnings on $1K+ contracts, 90%+ positive outcomes. This is the biggest marginal lift on the platform. Agencies typically see 25 to 40% more invitations on large contracts within a billing cycle of qualifying.

Stage 4 · Year 3+

Expert-Vetted (invitation)

Top 1% of the platform. Invitation-only. Doubles enterprise flow and lets you charge 2 to 4x the category median. You cannot apply, but you can ask your success manager and make the case with your track record.

That is the full agency badge arc. Each step is earnings-gated or outcome-gated, each one is more controllable than Skill Certification ever was, and each one compounds into the next.

If you want the specific proposal patterns that move you through those stages faster, the sister piece on the 3-line proposal framework covers the copy side. And if you want the exact search and bid-structuring setup that keeps your JSS high while scaling volume, book a free agency audit and we walk through your specific numbers.

The honest version: when would the certification still be worth chasing?

I will pressure-test my own argument. There is one scenario where I would still want the Skill Certification, if Upwork ever reopened it.

If you are a solo freelancer or a 1-to-3 person agency selling pure developer time in one of the 4 covered categories (React, Python backend, iOS, or native Android), targeting clients who are mostly non-technical and looking to hire their first dev, the Skill Certification badge would function as a shortcut around "can this person actually code."

In that narrow case, the certification saves you from having to prove you can code in every interview. It is a weak signal, but it is still a signal, and a non-technical hiring manager will read it literally.

Three conditions have to all be true at once: you are solo or tiny, you are in one of the 4 eligible categories, and your clients are non-technical. For a fullstack agency of 5+ running across niches, the certification adds nothing because your team depth, case studies, and reviews already do the signaling.

This is also academic, because Upwork is not issuing new certifications. You cannot get the badge in 2026 even if you wanted it.

Frequently asked questions

Is Upwork Skill Certification still worth it in 2026?

No. Upwork stopped issuing new Skill Certification invitations in early 2024 and the canonical help article at support.upwork.com (article 211063228) now redirects to a Rising Talent explainer. Even when the program was active, the top-voted Reddit thread on certifications from a $50K+ earner who holds the badge calls it "pretty useless" and reports zero client mentions at interview stage.

What categories did Upwork Skill Certification ever cover?

Only four: Web Development, Mobile Development, Software Development, and Customer Service. Design, writing, marketing, video, voice, admin, data, AI/ML, and the other 67 Upwork categories never had a Skill Certification. For 96% of agency niches, the program never existed.

What is the difference between Top Rated and Top Rated Plus on Upwork?

Top Rated requires $1K+ lifetime earnings and 90%+ Job Success Score for 13 of the last 16 weeks. Top Rated Plus requires $20K+ earnings on large contracts ($1K+ each) and 90%+ positive outcomes. The Plus tier adds a 25 to 40% reply-rate lift on larger contracts and lets clients filter for it specifically in their search.

How do I get Expert-Vetted on Upwork?

You cannot apply. Expert-Vetted is invitation-only, targets the top 1% of freelancers and agencies, and requires sustained 100% Job Success Score plus a specialized profile. The path that works for agencies is: ping your Upwork success manager, hold 100% JSS for 12+ weeks, concentrate your profile around a single specialization, and make the track record obvious enough that the invitation follows.

Does the Upwork Available Now badge actually help?

Yes, and it is the most under-used badge on the platform. It is a free toggle in your profile settings, live in 30 seconds, and clients can actively filter for it in the hiring search. Agencies we measure see a 15 to 25% reply-rate lift after turning it on, with zero cost and zero risk.

Why did Upwork remove the Credly external certifications integration?

Upwork has not made a public statement. The Credly help article returns a 404 and the integration was silently disabled sometime in mid-2025. The pattern matches Upwork's earlier quiet retirements of Connects pricing tiers, legacy membership plans, and Project Catalog variants.

What should a new Upwork agency chase first, badges or reviews?

Reviews, every time. One 5-star review on your first contract does more for your reply rate than Rising Talent plus Available Now combined, because it is proof your team actually delivered. Badges compound on top of reviews, they do not replace them. New agencies should prioritize closing their first 3 contracts cleanly before worrying about any badge beyond Available Now.

How does GigRadar help agencies hit Top Rated Plus faster?

GigRadar structures the entire proposal and JSS-hygiene flow for agencies on Upwork. Saved searches tuned to your highest-JSS contract types, AI-assisted proposals that keep positive-outcome rates high, and analytics on which client segments pull your JSS up vs down. Agencies that run it hit the Top Rated Plus earnings threshold in 6 to 9 months on average, vs the 12 to 18 month typical path. Start with a free agency audit.
